This Australian Curriculum document describes the observable indicators of literacy learning as it develops over time.

The Australian Curriculum V9.0: Literacy general capability is presented as a learning progression. The Literacy learning progression describes the increasing complexity of Standard Australian English and the common developmental pathway of literacy learning across the 3 elements of Speaking and listening, Reading and viewing, and Writing.
